Airports are essential entry points in most African countries. The needs in terms of developing or renovating airport infrastructure, including bringing them up to international standards, are often critical on the African continent.
In this context, the PPP model should be seen as a solution designed to meet these needs.
However, a recent study conducted by ACI (Airport Council International) shows that the proportion of passengers traffic held by airport with private sector participation does not exceed 11% when this share is of 43% at the world level.
This study also shows that unfortunately the average number of bidders for each PPP Airport tender does not exceed 2 when it reaches 4 at the worldwide level.
What are the reasons for Africa’s lack of efficiency in attracting private sector to its airports? Why do operators and investors seem to be so cautious vis à vis African airport PPP projects.
